The order's effect, as described even by Wikipedia's summary: it reaches "opposition to Israel uniquely as a Jewish nation-state." Kenneth Stern, who helped write IHRA, called using it this way "an attack on academic freedom and free speech."

Why It’s Conflation

Several of the IHRA examples are about Israel, not about Jews. This order told federal agencies to consider them when judging discrimination complaints. Protecting Jewish students from harassment is right. Treating arguments about a foreign government as possible civil-rights violations is something else.

What Actually Happened

EO 13899 directs agencies to consider the IHRA definition and its contemporary examples "to the extent that any examples might be useful as evidence of discriminatory intent."
